PROBLEM TO BE SOLVED: To enhance an S/N ratio when a dielectric resonator is rotated to measure orientation. SOLUTION: An oscillator 12, a variable attenuator 32, a detection diode 36 and an amplifying circuit 38a are mounted on a rotor other than a detection part containing the dielectric resonator 4 to be integrally rotated. The oscillator 12 and the amplifying circuit 38a are connected to the rotary terminal provided to the rotor, a personal computer 18a and a power supply 42 are connected to the oscillator 12 through the contact of the fixed terminal of a slip ring 20 and the rotary terminal, and the amplifying circuit 38a and an A/D converter 38a are connected.
