PROBLEM TO BE SOLVED: To provide serving a sheathing board-cum-a finishing member allowing a worker to carry out the work for constructing concrete rugged parts to be provided on a waterproofing layer on the rooftop of a building simultaneously with placing concrete to press the waterproofing layer and dispense with the work for arranging a joint material and the work for removing a form. SOLUTION: The sheathing board-cum-the finishing member 1 is used to construct the concrete ragged parts provided on the waterproofing layer on the rooftop of building. The sheathing board-cum-the finishing member 1 is constituted by forming a main body 2 of the finishing member by an elastic raw material, providing a net member 3 on a surface of the main body 2 of the finishing member, and forming a resin mortar layer 4 on at least a part exposed from the concrete on the surface provided with the net member 3 of the main body 2 of the finishing member.
