<p><P>PROBLEM TO BE SOLVED: To improve operation rate in substitution vehicles and reduce allocation charge by registering a restaurant and a substitution company to an allocation center, connecting them via a network, imparting identification numbers to a restaurant being an allocation place and an allocation client, disclosing the allocation place or a destination so as to facilitate a reservation procedure, allowing the client to designate the substitution company so as to safely request substitution, and collectively performing the allocation procedure by the allocation center. <P>SOLUTION: A communication unit with a GPS function is mounted on the substitution vehicle and a terminal apparatus is rent to the restaurant. A user after drinking performs the allocation reservation at he restaurant with the use of an in-restaurant terminal apparatus. The allocation center includes a reservation management server, so as to store client information, substitution company information, and user information in a database. The client, the vehicle, and the allocation center are connected via the communication network.
