PROBLEM TO BE SOLVED: To provide a method for forming a bright coating film, in which a water-based primer coating material composition, in which a polyolefin resin containing no chlorine is used, is applied and both of improvement in external appearance of the obtained bright coating film and reduction in the number of steps of forming coating films can be attained. SOLUTION: The method for forming the bright coating film comprises a step (1) of applying the water-based primer coating material composition onto a base material to form a water-based primer coating film, a step (2) of applying a water-based glorious coating material (i) onto the formed water-based primer coating film to form a first base coating film, a step (3) of applying a water-based glorious coating material (ii) onto the formed first base coating film to form a second base coating film, and a step (4) of applying a high-solid clear coating material onto the formed second base coating film to form a clear coating film. The water-based primer coating material composition contains the water-soluble non-chlorinated polyolefin resin (A) of specific content, a water-soluble polyurethane resin (B), a water-soluble epoxy resin (C) and an emulsion (D) of an internally-cross-linked acrylic resin particle.
