PROBLEM TO BE SOLVED: To provide a bag-making/carrying apparatus which can continuously carry envelopes by being formed from a film in a manner to be synchronized with the movement of an insert even if indexes of the film are not strictly evenly arranged. SOLUTION: A controlling apparatus 10 accelerates or decelerates the speed of a traveling means 2 in the direction for negating a phase difference. For example, when the position of an envelope E is behind (delayed) than the insert S in the carrying direction, the rotation number of the driving source 22 of the traveling means 2 is raised, and the traction body 24 of the traveling means 2 is accelerated until the phase difference becomes zero. On the contrary, when the position of the envelope E is ahead (advanced) than the insert S to the carrying direction, the rotation number of the driving source 22 of the traveling means 2 is reduced, and the traction body 24 of the traveling means 2 is decelerated until the phase difference becomes zero.
