PROBLEM TO BE SOLVED: To provide a lumbar support device having simple structure and capable of enlarging a selection range of the lumbar support device in aspect of design and responding to restrictions of any ambient environment by using the engagement of an external tooth and an internal tooth for the lumbar support device in addition to conventional mutual engagement of external teeth; and a vehicle seat having the lumbar support device. SOLUTION: A lumbar support plate is mounted on a rotating shaft which is turnably mounted on a seat back frame, internal teeth 30e are formed on a swinging member 30 attaching one end of the rotating shaft, and a pinion gear 40 meshed with the internal teeth 30e is operated by an operating knob or an operating lever through an operating shaft 42.
