SOLUTION: The distance between the installation location of the base stations between existing base stations and newly established base stations is found, the value of propagation loss of electromagnetic wave is found from the distance between the base stations, the desired propagation loss necessary for satisfying the required propagation loss is found from the propagation loss, from the desired propagation loss, the loading area of electromagnetic wave absorber for avoiding interference and the area (suppression area) where the interference is suppressed by the electromagnetic wave absorber are found, the radio channel is allocated so that the center of the suppression area comes to the existing base station direction (interference direction), the number of households existing in the suppression area is found, further, whether the relevant radio channel covers the demand user area is judged, the above steps are carried out about all the radio channels that the existing base stations use, the radio channel in which the number of households in the suppression area is fewest and the demand user are is covered is allocated to the newly established base station.
