PROBLEM TO BE SOLVED: To provide a mobile communication system and a mobile communication method capable of charging, when a mobile terminal user uses the mobile terminal of the other user, a fee to the user who has borrowed the mobile terminal. SOLUTION: A mobile communication center administrates user information for setting relationship at least between a first user and a second user and permits communication for termination of a call authenticated by collation of the authenticating information inputted by the second user when the call is terminated to the mobile terminal. Moreover, the authenticating information inputted by the second user to originate a call using the mobile terminal is transmitted to the mobile communication center.
