<p><P>PROBLEM TO BE SOLVED: To provide a simulation device and a simulation method, allowing improvement of execution performance of simulation even if the number of moving bodies to be simulated increases. <P>SOLUTION: This simulation device is provided with: a calculation part 12 calculating meeting possibility time having possibility that each the moving body and the other moving body affect each other from maximum velocity information and position information of the plurality of moving bodies; and a moving body retrieval part 13 retrieving a set of the moving bodies having the early meeting possibility time calculated by the meeting possibility time calculation part 12 from combinations of the plurality of moving bodies.
