PROBLEM TO BE SOLVED: To surely identify and extract an arrow signal on the basis of an image photographed with a photographing means. SOLUTION: A red and yellow signal detection means M4 detects a red signal or a yellow signal among luminous bodies of the traffic light, a search area setting means M6 sets a search area in a position having a prescribed positional relationship to the red signal or the yellow signal, and an arrow signal detection meas M8 detects an arrow signal by comparing the searching area with a template in the search area. Thus, the search area can be set in a position where the arrow signal is present with high probability, and since the area setting means M6 sets the size of the search area in response to the size of the red signal or the yellow signal detected by the detection means M4 and a template setting means M7 sets the size of the template, the arrow signal is surely detected while keeping a computation load to the minimum.
