PROBLEM TO BE SOLVED: To obtain an optimal noise reducing effect even if inconvenience or an abnormality is caused in a wave motion impressing means for generating wave motion such as vibration and a sound for reducing noise. SOLUTION: The vibration of a vehicle structure is detected by a plurality of acceleration sensors arranged in the vehicle structure. A control command value for controlling the wave motion generated by a piezoelectric actuator is arithmetically operated by a control command value generating filter 61 for each piezoelectric actuator impressing the wave motion on the vehicle structure, and the wave motion impressing means is operated by the control command value. When operating the piezoelectric actuator, when the inconvenience state of any piezoelectric actuator is detected by a driving inconvenience detecting part 63, the control command value generating filter 61 resets processing for arithmetically operating the control command value for each piezoelectric actuator causing the inconvenience and the other piezoelectric actuator by a filter factor resetting part 64.
