PROBLEM TO BE SOLVED: To provide a cutting tool for forming a roughened surface around a bolt hole to prevent the simultaneous rotation of a bolt, a nut a washer, or the like in fastening the member, and a method for forming the roughened surface of a member using the cutting tool. SOLUTION: The cutting tool 1 is provided with a cylindrical shaft 4 with one end side detachably mounted to a rotating part 3 of a rotary cutting machine 2; a chipping part 7 formed continuously with the other end side of the shaft 4 and having a chipping surface 6 having a chipping groove 5 on the tip side face; and a cylindrical guide 10 formed continuously with the center of the chipping surface 6 of the chipping part 7 and detachably insertable into the bolt hole 9 formed in the member 8.
