PROBLEM TO BE SOLVED: To provide a technique for surely annihilating plankton and bacteria in ballast water, preventing residual chlorine from being discharged when ballast water is discharged and preventing the dissolved oxygen amount-reduced seawater from being discharged to exert a bad influence on the peripheral environment. SOLUTION: An apparatus for treating ballast water is disclosed which is equipped with: a chlorine-based disinfectant supply unit 5 for supplying a chlorine-based disinfectant to the seawater to be taken in a vessel as ballast water and/or the seawater to be discharged from a ballast tank 8; and a chlorine-reducing agent supply unit 10 for supplying a chlorine-reducing agent to the ballast water when the chlorine-based disinfectant-supplied ballast water is discharged to the sea. The apparatus is further equipped with; a dissolved oxygen densitometer 33 for measuring the dissolved oxygen concentration of the ballast water; an air supply unit 12 for supplying air to the chlorine-reducing agent-supplied ballast water; and an air supply controller 31 for controlling the air supply unit 12 so that air is supplied to the chlorine-reducing agent-supplied ballast water when the measured dissolved oxygen concentration is less than a predetermined value.
