An electrolytic capacitor has a cathode material comprising lithium-vanadium oxide and a conductive filler. Electrolytic capacitor comprises a pair of anode and cathode elements separated by a separator and accommodated together with electrolyte in a housing, each element comprising a solid electrode positioned on one side of a current collector. The solid electrode of the cathode element is made of lithium-vanadium oxide and a conductive filler and the solid electrode of the anode element is made of active carbon.
