PROBLEM TO BE SOLVED: To provide a developing device which does not cause sleeve ghost or developing stripe, has high durability and can always provide stable image characteristics, and a developer carrier which can be used for the developing device. SOLUTION: A developer layer thickness regulating means comprises a sheet-like flexible member, and includes a contact part to contact with the developer carrier, and the contact part has a plurality of maximum values to the pressure distribution in the rotating direction of the developer carrier.
