PROBLEM TO BE SOLVED: To provide a plate heater preventing a conveying failure or a fixing failure by reducing wear due to a fixing film. SOLUTION: Heat generating resistors 12 and 13 primarily composed of Ag and Pd alloy are formed in parallel to longitudinal direction of a long flat plate ceramic substrate 11. Electrodes 14 and 15 for conduction are connected to one end of the heat generating resistors 12 and 13, a connecting conductor 16 is connected to the other end, and the heat generating resistors 12 and 13 are serially connected. An overcoat layer 17 is formed on the heat generating resistors 12 and 13. On the overcoat layer 17, an alloy sliding layer 18 is formed having a surface roughness Rz of 3.0μm to 6.0μm and primarily composed of silver having high thermal conductivity and good ductility. The sliding layer 18 with the surface roughness Rz of 3.0μm to 6.0μm is made by metal with good ductility, so that sliding chip can be reduced when the sliding layer 18 is slid on the fixing film and fixing failure can be prevented as a result.
