PROBLEM TO BE SOLVED: To provide a data processor by which unspecified acquaintance can easily confirm safety of a disaster victim even when he or she does not carry a portable communication terminal. SOLUTION: When receiving the personal management data YMD of a disaster victim acquired by an external data collection terminal 300 in such a state that the mail address TMA of a specific network connection terminal 200 is registered for every personal management data YMD of a disaster victim, a data processor 100 retrieves the mail address TMA based on the personal management data YMD. Electronic mail YEM in whose mail text the personal management data YMD are set is transmitted through the Internet to the network connection terminal 200 by using the mail address TMA, so that it is possible for the terminal user of the network connection terminal 200 to confirm the collected personal management data YMD of the disaster victim based on the electronic mail YEM.
