PROBLEM TO BE SOLVED: To solve a problem of elongation in a time of application of high voltage on a specific portion if charging is performed until a carrying belt is stopped in formation of an image by intermittent carriage. SOLUTION: In the paper sheet carrying device, when a surface of an endless carrying belt 21 is charged with a charging roller 26 to attract a paper sheet 12, delivery and stop of the paper sheets 12 of a desired amount are repeated to make the carrying belt 21 carry the paper sheets 12, and an image is formed by discharging ink droplets from a recording head 4, the charging of the carrying belt 21 by the charging roller 26 is halted in stop during the delivery of the paper sheet 12 of the desired amount.
