Selection of the serving carrier favors a carrier frequency having a smaller loading than at least one other carrier frequency based on the loading conditions. Also, selection of the serving carrier favors a lower frequency carrier for a higher mobile velocity and favors a higher frequency carrier for a lower mobile velocity based on the mobile velocity.
