<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a retardation film to easily obtain a retardation film applicable to various materials, excellent in heat resistance and durability, and having excellent optical performance, and to provide a liquid crystal apparatus. <P>SOLUTION: The method of manufacturing an optical retardation film comprises: a process of supplying a liquid material composed of a film material having three different magnetic susceptibility (Mx, My, Mz) corresponding to three magnetization axes (X1, X2, X3) orthogonally intersecting with each other and of a dispersion medium for dispersing the film material, onto a substrate; a process of applying a magnetic field where at least one of intensity and direction changes with time onto the substrate where the liquid material is supplied; and a process of removing the dispersion medium while the magnetic field is applied.
