PROBLEM TO BE SOLVED: To provide a paper sheet carrying device enabling reduction in noises that occur when a paper sheet is carried between a paper feeding section such as a paper feeding tray and a pair of resist rollers, and to provide an image forming device with the same. SOLUTION: In this paper sheet carrying device, a noise absorber layer 28 with elasticity is attached by adhesion throughout the whole surface of a guide surface 26a of a first carrier guide plate 26 guiding the paper sheet P in a carrying direction. Furthermore, on this noise absorber layer 28, a smooth film sheet (for example, PET (polyethylene terephthalate) film) 29 extending along the carrying direction (arrowhead A direction) at prescribed intervals D, which is a low friction layer with a low friction coefficient while being thinner than the noise absorber layer 28, is adhered and fixed by a double-coated adhesive tape. In the interval D section, a recess 30 cut in the thickness direction of the noise absorber layer 28 is formed, and the noise absorber layer 28 is exposed in this recess 30.
