<P>PROBLEM TO BE SOLVED: To provide a melanin synthesis inhibitor, and to provide a cosmetic. <P>SOLUTION: A melanin synthesis-inhibiting experiment using mouse B16 melanoma cells has been carried out as an indicator to find a substance having an excellent melanin synthesis-inhibiting effect. Consequently, a synergic effect for the melanin synthesis inhibition by a pine bark extract and a tea extract has been found. Namely, the present invention relates to a melanin synthesis inhibitor containing the pine bark extract and the tea extract. Preferably, the pine bark extract contains ≥20 mass% of OPC(oligomeric proanthocyanidin) and ≥5 mass% of catechin compounds. More preferably, the tea extract contains ≥60 mass% of catechin compounds. More preferably, the melanin synthesis inhibitor is prepared in a solid or solution form such as tablets, pills, capsules, powder, or solution.
