PROBLEM TO BE SOLVED: To provide a recording and reproducing device for a voice data, capable of recording a signal concerned in an input voice as a digital data, capable of reading out a desired data portion from the whole recorded digital data in a short time, and simplified in constitution of the whole device including a storage part. SOLUTION: This recording and reproducing device is configured to obtain a detection result of a frequency component by performing fast-Fourier-transformation of a digital data of a recording object, to record it as a retrieving data by connecting it with an integration time from the start of data recording (S5), to obtain a frequency component detection result by performing fast-Fourier-transforming at least a part of a readout desired data to serve as a reading-out data by connecting it with time of the data (S8), to collate the reading-out data with the data to be retrieved (S12), and to find out the readout desired data portion from the whole recorded digital data.
