PROBLEM TO BE SOLVED: To prevent the endless loop of a retransmission request to a device at a transmission side from one at a reception side in radio communication, such as a cellular phone communication. SOLUTION: A transmitter executes a process #524 for counting the number of retransmission request times from a receiver for each RLC-PDU, and a process #528 for transmitting control information for skipping RLC-PDU reception to the receiver when the number of retransmission request times for the RLC-PDU reaches a threshold.
