PROBLEM TO BE SOLVED: To apply encryption operation to a plurality of streams while restricting an increase of an area. SOLUTION: The secret information processor 200 includes: an encryption operation circuit 273 for holding a context 277 and performing encryption operation; a pseudo encryption operation circuit 274 for holding a context 278; an arbitration circuit 260 for arbitrating a request of encryption operation to the encryption operation circuit 273 and the pseudo encryption operation circuit 274; a context storage part 230 for holding a context 232; and a control circuit 240 for performing saving and return of the context among the context storage part 230, encryption operation circuit 273, and pseudo encryption operation circuit 274. The arbitration circuit 260 makes the encryption operation circuit 273 perform encryption operation using the context 277 when there is a request of the encryption operation to the encryption operation circuit 273 while making the encryption operation circuit 273 perform encryption operation using the context 278 when there is a request of encryption operation to the pseudo encryption operation circuit 274.
