PROBLEM TO BE SOLVED: To shorten transient response time for transmission power to reach a predetermined value when a cartesian loop shifts from an open state to a closed state. SOLUTION: A control signal for minimizing errors in amplitude and phase is generated and stored under the condition where the cartesian loop is open and the transmission power is set up at the predetermined value. When the transmission takes place, the control signal is loaded to set up the loop gain, thereby making the difference in the transmission power between the open state and the closed state of the cartesian loop small to shorten the transient response time for the transmission power in the case that the cartesian loop shifts from the open state to the closed state.
