A filing appliance of a binder is entirely made of a plastic material, performs an opening operation of movable rings in two steps, prevents unintended separation of loose leaves, and provides a narrow first opening state enabling inserting and separation of a small quantities of the loose leaves and a wide second opening state enabling inserting and separation of a large quantities of the loose leaves. A filing appliance of a binder comprises: a plate-shaped base body having two fixing rings(14) installed along a first edge portion thereof; and a supporting shaft disposed on a supporting shaft receiving groove formed along a second edge portion of the base body, the supporting shaft being rotation-freely supported to bearing parts of the base body and having large diameter parts(28) formed on two end sides thereof and exposed to the outside through cutout portions(26) of the base body, and two movable rings(30) projected from outer peripheries of the respective diameter parts and joined with the fixing rings to form closed rings. The fixed rings and movable rings have hook-shaped connecting units formed on front end portions thereof such that the hook-shaped connecting units are connected to each other. The supporting shaft includes a front cam(34) and a rear cam(36). The base body includes a first engaging part(40) brought into contact with the front cam and a second engaging part(42) brought into contact with the rear cam.
