A local cooling welding torch for improving toughness of a welding joint unit, a device and a method thereof are provided to protect a welding part by spouting welding protection gas and to cool a heat-affected zone of the welding. A local cooling welding torch for improving toughness of a welding joint unit includes a welding wire(11) and a protective gas nozzle installed on the circumstance part of the welding wire. The protective gas nozzle includes a protective gas nozzle(12) at normal temperature and a protective gas nozzle(13) at extremely low temperature. The extremely low temperature protective gas nozzle is located on a lower part of the welding torch based on a welding progress direction.
