PROBLEM TO BE SOLVED: To provide a portland cement composition wherein the ratio of an elution amount of a selenium content is small and, as a result, the elution amount of selenium can be suppressed, without the limitation to the kind or the specific consumption of raw fuels, and to provide a cement-based solidifying material. SOLUTION: Provided is a cement composition containing cement clinker, plaster and the rinsed sediment of extracted clinker, wherein the cement clinker has a selenium content of 5 mg/kg or less to the total mass of the cement composition and the cement composition has a selenium content of 15 mg/kg or less.
