An electronic component mounting system and an electronic component mounting method are provided to reduce the time for the return by waiting the substrate at the stand-by area. A task conveyor returns a substrate using a belt conveyor to the working position by the task operating apparatus. A return conveyor(25) is installed adjacent to the upstream of the task conveyor. The returned substrate is carried from upstream to the task conveyor. An export conveyor(29) is installed adjacent to the downstream side of the task conveyor and carries out the substrate from the task conveyor. The substrate to be carried in the task conveyor waits temporarily at a substrate stand-by area(SA).
