摘要 <p><P>PROBLEM TO BE SOLVED: To provide a device and a method for maintaining high throughput by allowing delay fluctuation in data transfer in a band guarantee network and efficiently utilizing a guaranteed band. <P>SOLUTION: A propagation delay time calculation part 26 counts first round trip time of a packet between a data transmission terminal 14 and a data reception terminal 15, and second round trip time of a packet between the data transmission terminal 14 and a flow controller 15. A token management part 28 adds tokens at a rate corresponding to the guaranteed band, performs polishing control in a token packet system using the tokens to make a transmitting/receiving part 1 execute transmission or discard of the received data packet. A virtual token management part 29 predicts, when the transmitting/receiving part 1 accepts an ACK packet to the data transmission terminal 14, a token amount of the token management part 28 when the second round trip time passes from acceptance of the ACK packet.
