PROBLEM TO BE SOLVED: To solve the problem that control of on/off of passing of a toner cannot be stably carried out when the toner adheres to a toner control means surface and the periphery of a toner passing hole in the case where an image is formed by a direct recording system. SOLUTION: The image forming apparatus includes a toner carrier 1 which carries the toner by flying and turning the toner to a cloud, a recording medium means 3 to which the toner is adhered, and a toner control means 4 with a plurality of the toner passing holes 41 arranged between the toner carrier 1 and the recording medium means 3. The toner control means 4 has a control electrode 42 and a common electrode 43 set on the toner carrier side surface. Moreover, a discrete back electrode 44 is prepared on the recording medium means side face. When the toner of the toner carrier 1 is enabled to pass through the toner passing holes of the toner control means 4 towards the recording medium means, a line of electric force is formed in a loop shape between the recording medium means 3 side and the common electrode 43 of the toner control means 4 while detouring the control electrode 42.
