PROBLEM TO BE SOLVED: To provide an electric pump for cooling an internal combustion engine, etc. capable of sufficiently improving warming-up performance at cold start of the internal combustion engine. SOLUTION: By the electric pump 11 enabling bidirectional suction and discharge in accordance with the rotating direction, cooling water inside the internal combustion engine 1 is forcedly discharged when the engine 1 is in the cold state, and is supplied again to and circulated through the inside of the engine 1 when the engine 1 becomes the warming-up state. Thus, in particular when the engine 1 is in the cold state, cooling water retained inside the engine 1 can be efficiently discharged, and thereby the warming-up performance of the engine 1 can be securely and sufficiently improved.
