PROBLEM TO BE SOLVED: To provide a vehicle speed warning device capable of restraining an average vehicle speed in a certain specific road section to a reference speed or less. SOLUTION: This vehicle speed warning device starts to periodically take in a vehicle speed based on the fact that its determining result is affirmative (120), by determining whether or not a vehicle passes through a regulating point for a start (110). The vehicle speed warning device also repeatedly calculates the average vehicle speed up to a present position from the regulating point for the start (130) while a determination (140) of whether or not the vehicle passes through a regulating point for a goal is negative, and gives a warning to a driver every time when its determining result becomes affirmative (160), by repeatedly determining whether or not the calculated average vehicle speed is the reference speed or more (150).
