A solid fuel of a pellet form is provided to obtain a calorie of 3,500 kcal/kg(lower heating value) or more and to control emission qualities of chlorine, sulfur, heavy metals, etc. according to the combustion by manufacturing the solid fuel by mixing waste paper sludge, waste oil and additives, and a method for preparing the same is provided. A method for preparing a solid fuel(12) of a pellet form comprises: mixing a waste paper sludge(5) discharged from a paper mill with a mixed solution in which a binder(2), an emulsifier(3) and waste oil(1) are mixed to obtain a mixture, and adding a waste paper sludge powder(8) with a water content of 0.01 to 20% by weight to the mixture to prepare a semisolid mixture with a water content of 0.01 to 30% by weight; injecting the semisolid mixture into a pellet-molding machine(9) and extruding the semisolid mixture into semisolid pellets(10); and drying the semisolid pellets to a water content of 0.01 to 10% by weight. |
