An available service decision method and a system of a user terminal using terminal information which determines a service provided to the user terminal by using terminal information are provided to determines service information by using IMEISV information including the service information. A user terminal(10) transmits IMEISV information to a switch(S200). A packet switch supporting node(35) transmits IMEISV information from the user terminal to EIR(Equipment Identification Register)(S220). By using the IMEISV information, the equipment identification register analyzes the service information can provide to the user terminal(S230). The analyzed service details is transmitted to the user terminal(S250, S270). If service details are transmitted to the user terminal, the user specification is indicated on screen or the message of the terminal(S280).
