A pipe cutting apparatus using a plasma arc is provided to cut a pipe underwater in order to prevent generation of dust and nose, deformation of a product, and adhesion of foreign material on a surface of the product. A pipe cutting apparatus using a plasma arc comprises a water tub(10), a pair of shafts(20), a plurality of rollers(30), a bearing unit(40), a driving unit(50), and a plasma cutting unit(60). The pair of shafts penetrating the water tub parallel rotate in one direction. The bearing unit supports the pair of shafts so that the pair of shafts rotate. The driving unit installed outside the water tub rotates the pair of shafts in one direction. The plasma cutting unit cuts a rotating pipe using a plasma arc. The driving unit is combined with an outward protruding part of the pair of shafts.
