An apparatus for sprinkling water with non-power is provided to save installation cost of a road safety system by installing a highly reflection optical structure on a top of a nozzle. An apparatus(10) for sprinkling water with non-power contains a self-supporting compression part(100) generating pneumatic pressure due to external physical force, a water storage part(200) containing water level control device(210) and a storage, an air inlet unit(240) including air injection hole(242) and air flow tube(244), an inflow water storage(250) storing water of the storage part and rainwater, a discharge part(300) having a drain(310) and a pipe tube(320) and a water spray unit(400) containing a water pipe(420) and a nozzle(410).
