PROBLEM TO BE SOLVED: To provide an image forming apparatus for maintaining high image quality by preventing toner degradation while suppressing toner consumption by preventing unnecessary toner refreshing in toner image forming printing at a low printing rate, and to provide an image forming apparatus control method, an image forming apparatus control program and a recording medium. SOLUTION: The printing area width of one image carrier is divided into a plurality of areas in a main scanning direction, and a printing rate is computed from the number of dots of the divided areas and rotating distance information of the image carrier to obtain the printing rate for every divided area.
