PROBLEM TO BE SOLVED: To reduce influence exerted by relay processing even though a sudden change occurs in a signal to be a processing target. SOLUTION: A receiving part 12 receives a radio signal through a receiving antenna 10. A quadrature detection part 52, a hard decision part 60, a quadrature modulation part 68, or the like execute processing of the received radio signal in the order of demodulation, hard decision and modulation. A transmission part 30 transmits the radio signal subjected to processing from a transmitting antenna 38. A detection part 70 detects system switching in a transmission source of the received radio signal.
