An apparatus and a method for reducing a control overhead in a wireless communication system are provided to request a codebook index to a terminal at a time point when a base station transmits data. A base station checks whether a terminal located in a service area supports a closed loop MIMO(Multi Input Multi Output) mode. When the terminal supports the closed loop MIMI mode, the base station determines whether resources are assigned to the terminal(103). When the resources are assigned to the terminal, the base station performs scheduling by a UGS(Unsolicited Grant Service) to assign wireless resources to the terminal(105). The base station transmits fixed assignment resource information and codebook index transmission information to the terminal(107).
