PROBLEM TO BE SOLVED: To control simultaneous broadcast performed in a living room master unit by being associated with the importance of simultaneous broadcast desired by a resident. SOLUTION: A living room CPU 213 of the living room master units 2a, 2b, 2c, ... collates set importance information of simultaneous broadcast desired by a self-living room master unit set by a setting part 209 with identification importance information of a broadcast signal from an administrative room master unit 3 or, for example, identification importance information whose importance becomes high in proportion to the seismic intensity of an earthquake as a broadcast signal from an external transmitter 4, and nullifies the operation of simultaneous broadcast at notifying parts 200 and 207 or lowers output volume of the notifying parts when the importance of the identification importance information is lower than the set importance information. When the importance of the identification importance information is higher than the importance of the set importance information and even when it is higher than the importance of importance information of security abnormality detected by a sensor 7, the living room CPU stops the operation of an alarm output in the notifying parts and makes switching to simultaneous broadcast.
