PROBLEM TO BE SOLVED: To provide a method for obtaining paper having a small amount of chloride ion in paper to have an excellent wet paper strength. SOLUTION: The paper having a small amount of chloride ion in paper and an excellent wet paper strength is obtained by using a polyamide polyamine epihalohydrin resin that is obtained by reacting (A) an aliphatic dicarboxylic acid-based compound with (B) a polyalkylene polyamine, and (C) an epihalohydrin in which the amount of (C) the epihalohydrin is 1.3-1.5 mol ratio based on the secondary amino group in (B) the polyalkylene polyamine.
