A vibrating tool of a shock wave generator and a manufacturing method thereof are provided to maximize precision in processing circularity, straightness and concentricity of outer circumference of a pipe by using a surface plate with V-groove. A pipe(100) is cut down in accordance with a length and an external diameter of a vibrating tool(14). The pipe is mounted on a lathe(120). An outer circumference of the pipe is processed by cutting through a bite(122). The volume of the pipe is shrunk by a rapid cooling method. A jig(110) has an internal diameter which is the same as an external diameter of the pipe. The jig is mounted on the lathe. The shrunk pipe is combined with the inner diameter of the jig. The volume of the pipe is restored into an original volume by the expansion coefficient of a metal. The external diameter of the pipe combined with the inner diameter of the jig by a forced fitting method. The jig and the pipe are interlocked by the driving of the lathe. The inner diameter of the pipe is processed into a desired diameter by cutting through the bite. Therefore, a vibrating tool having cylindrical shape with a thin film can be processed. The jig is cooled and the vibrating tool is separated from the pipe.
