PROBLEM TO BE SOLVED: To provide a weld backing apparatus, which is not large, enables the economic use of an inert gas by almost uniformly jetting the inert gas from an opening portion, and facililates the positioning to a welding portion, and further to provide a penetration welding apparatus which facilitates the positioning of a welding apparatus to the backing apparatus. SOLUTION: The backing apparatus 10 for welding jets inert gas to the welding portion of butted plates from the back side. The backing apparatus 10 comprises a box shape body 11 which jets the inert gas to the welding portion and has an opening portion 12 larger than the welding portion, an inert gas supply portion 13 for supplying the inert gas to the inside of the box-type body, and a dispersion structure which is provided on the box-type body so as to almost uniformly jet the inert gas in the dispersed state, the inert gas having been supplied to the inside of the box-type body from the inert gas supply portion.
