PROBLEM TO BE SOLVED: To reduce influence exerted by relay processing even though a sudden change occurs in a signal to be a processing target. SOLUTION: A receiving part 12 receives a radio signal through a receiving antenna 10. A multiplying part 14 executes frequency conversion of the radio signal while using a local signal output from a first oscillating part 92 or a second oscillating part 94. A quadrature detection part 52, a hard decision part 60, a quadrature modulation part 68, or the like execute processing of the received radio signal in the order of demodulation, hard decision and modulation. A transmission part 30 transmits the radio signal subjected to processing from a transmitting antenna 38. A detection part 96 derives a phase rotation amount from the radio signal subjected to frequency conversion.
