An information delivery system is provided with an ID cooperation information memory unit that stores ID cooperation information which makes a user identifier for a service provider to identify a user correspond to another user identifier for a communications carrier joined by the user to identify the user, a delivery request receiving unit that receives contents of a message from the service provider and the user identifier in the service provider as a subject for delivery, a delivery request processing unit that judges which communications carriers the user joins and determines a communications carrier to be requested to deliver the message to the user from the communications carriers joined by the user in accordance with a predetermined condition, a delivery request transmitting unit that transmits the contents of the message and the user identifier in the communications carrier of the user as the subject for the delivery to a delivery system of the communications carrier determined as the delivery requested one.
