PROBLEM TO BE SOLVED: To reduce unnaturalness or an incongruity of an image even while saving an amount of an image forming substance consumed when outputting the image.

SOLUTION: An image processing part 100 has: an edge detection part 110 receiving input of an image signal of the image read by a scanner part 6, and detecting an edge part from the image based on the image signal; a specific image detection part 130 detecting a face image area from an original image based on the inputted image signal; and a comprehensive decision part 120 and a toner saving processing part 106 performing toner saving processing for reducing image density in a part other than the edge part detected by the edge detection part for an image area other than the detected face image area, and not performing the toner saving processing for the non-edge part even if the non-edge part is included for the face image area.
