PROBLEM TO BE SOLVED: To determine the direction of rotation accurately even if an interval between a time when a first pulse signal is inverted to a second value and a time when a second pulse signal is turned into a second value is short. SOLUTION: In the case that an interval between a time when either of pulse signals A or B is inverted to a low level and a time when the other is inverted to a low level is shorter than a predetermined period of time, the direction of rotation is determined on the basis of a third decision means that which pulse signal is inverted to the low level first without being determined on the basis of a first decision means that which pulse signal is inverted to the low level first.
