PROBLEM TO BE SOLVED: To provide a vertical pipe floating prevention device, and a draining structure built in the vertical pipe floating prevention device. SOLUTION: The vertical pipe floating prevention device is set up by forming a groundwater inflow hole 3 in a vertical pipe 2 embedded in the ground 1, defining a groundwater inflow portion 4 into which groundwater flows from the groundwater inflow hole 3, in the vertical pipe 2, and draining the groundwater from an upper drain port 4a formed in the groundwater inflow portion 4 into the vertical pipe 2 in case of water level elevation in the groundwater inflow portion 4, caused by liquefaction of the ground 1, to thereby prevent the vertical pipe 2 from floating. Herein the vertical pipe floating prevention device is composed of: a lower drain port 6 located under the upper drain port 4a of the groundwater inflow portion 4; an opening/closing portion 5 for blocking the lower drain port 6 to cut off water; and an opening/closing portion activation mechanism 7 for opening the opening/closing portion 5 upon reception of the weight of the groundwater drained from the upper drain port 4a of the groundwater inflow portion 4.
